First lessons of drawing the artist received from his father. From 1912 to 1918 he studied painting at the Kazan Art School [3] (now - the Kazan Art School. N. Fechin, 1918). Tyulkina teachers were artists Fechin, Nikolai Ivanovich, Benkov Pavel Petrovich (1879-1949). After high school, he returned to Ufa Tyulkin.
He was fond of "analytical impressionism", was part of Ufa artistic circle artist Burliuk.

In addition to the easel, Tyulkin a monumental painting. He participated in exhibitions Ufa the Society of painting (1917-1918). AHRR member (1926, 1928), head of Ufa Branch of the Association (1925). Member of the anniversary exhibition Art of the USSR, Moscow (1927), "Artists margin" in San Diego (1929). Held solo exhibition in Ufa (1943. 1966), Leningrad (1963) and Moscow (1975). Since 1937 - Member of the Union of Artists of the USSR, in the years 1937-1944 - Chairman of the Union of Artists BASSR.
Trained an entire generation of artists Bashkir. Among them: B. Domashnikov, Panteleev, F. Kascheev, M. Nazarov, Lutfullin, P. Salmas, Kudryavtsev [4][5] Kuznetsov, MD, et al
Tyulkin AE was married twice. First wife, Mary Agisheva Martemyanovna (ok.1878-1946), his second wife, Antonina N. Mikhailova. (1909-2003)
Works Tyulkina are in many museum collections, including the State Russian Museum, State Tretyakov Gallery, the State Museum of Oriental Art, the National Museum of the Republic of Bashkortostan in Ufa, Bashkir State Art Museum named after Mikhail Nesterov and others. In Ufa, a memorial house-museum of the artist.
