Olga, it's not my opinion, and author of the article.
And about the cultural level is a good anecdote.
Once Czechoslovakia asked the USSR to help her create a Ministry of the Navy. At our reasonable notice of that, they say, you such a ministry. You live in the heart of Europe, the sea you do not have, and to the nearest well.
