In fact - this is one and the same. The difference is that when you make GTD you get the price of goods without the VAT, and on Tax Free You pay full price and get a refund at the border crossing . Tax Free and less VAT.
P.S. Making GTD is designed for enterprise customers by purchasing bulk quantities of goods directly from the manufacturer or an authorized dealer, and Tax Free - for individuals making purchases through the retail distribution network.
