In general , the situation is this: bought at Christie's ( remotely ) a picture of Oscar Rabin in 1969 for a crazy amount of more than thirty thousand pounds , including all fees and endeesy . I want to legally bring to Russia.
Do I understand correctly the law that the only way to avoid paying the 30%duty - to bring a picture with a " personal use " with a call to the place of the Ministry of Culture of the expert , who will issue a certificate that the picture is a cultural value ?
Do I understand correctly that in the case of sending pictures to my email ( without my crossing the border ), from the payment of 30%I can not get away ?
