Multifunctional cultural centers appear in some residential areas of Moscow. As explained by the head of the museum and the exhibition of the Moscow Department of Culture, Anton Goryanov, first of all such objects will be created in places where most people live and where the least of these institutions.

Meanwhile, according to Goryanova, the need for cultural facilities for residents of bedroom communities is stronger than that of the inhabitants of the center of Moscow. An expert in the field of urban planning, a specialist in cultural heritage conservation theory and Natalya Dushkin noted that the lack of cultural facilities in residential areas leads to social isolation of residents. Chairman of the cultural, informational, and urban development policy of the public council of Moscow, Mikhail Lermontov, believes that in each area should receive a museum and recreation centers on the principle of estates. According to him, demographic well-being of the city depends on the number and quality of opportunities for recreation with children.
The expert added that in many residential areas lack the infrastructure of the simplest: "On the outskirts of the little cafes, clubs, and even public toilets are hard to find."
