It seems to me that this is the famous Mount McKinley in Alaska (the so-called double-headed mountain).
The author will be difficult to determine because the picture does not have any individual characteristics. Most likely, this is one of thousands of similar works of unknown authors, hoping to find buyers by pictures of tourist attractions.
