Dragomir Dragomirov, judging by the date - 1921. Judging by the signature - Albert is written with a solid mark. Yes, and Pavlovsk, too. Spelling Reform 1917-18. reversed this rule. There was not any point in Alberta to sign his name after 3 years after the reform with a solid mark in the end. Those who signed this piece could have this rule and do not know ... :o

And this must proceed. It seems to me that here were due to Albert Nikolaevich. (1852-1936), he lived until 1924 in St. Petersburg. And Albert A. since 1910 lived in France. I do not think that AA ventured to return to the post-revolutionary Russia, to draw this sketch in Pavlovsk.
