No, you have the logic impaired. The fact that you have not found of other artists by the name of Decamps (in Russian, Dean), logically does not follow that they do not. And they - are! And it seems to me that the author of your paintings - French painter Albert Dean (Albert Decamps, 1862 - 1908). He often signed just "A. Decamps". And even though the embedding signature is visible is not very good, it is more similar to the one that in your picture than the signature of Alexandre-Gabriel Decamps.
