In accordance with the Code and the Law exported temporarily exported from the customs territory of Russia cultural values to be declared in writing.

Simultaneously with the customs declaration to customs authorities presented export certificate for cultural property from the territory of Russia in two copies.

The certificate is issued by the Federal Service for Supervision of Mass Communication and Protection of Cultural Heritage (Rossvyazokhrankultura) or its territorial bodies in the manner and form approved by the Government Decree of 27 April 2001 number 322, and certified by the appropriate stamp. Attached to the certificate the bound and stapled print this list and photos are allowed to export or temporary export of cultural property, certified by the signature of the issuing officer. The issuance of the certificate includes a mandatory examination of cultural values, declared for export or temporary export from the territory of Russia.

In case of examination that declared for export from the territory of Russia cultural goods are not subject to the Act, Rossvyazokhrankultura or its territorial body shall issue a certificate on a form approved by order of the Ministry of Culture of Russia from August 7, 2001 № 844, confirming that the named items in the state are not registered and for their removal does not require a certificate.
