Do you - engraving Austrian artist Mathias de Sallieth (1749-1791) from a drawing by the Dutch artist Dirk de Jong (active 1779-1805).

This is - an illustration cut from the book: JONG, D. de. Atlas van alle de zee-havens der Bataafsche Republiek. Amst., J. Allart, 1802. (Prints are printed before - in 1780-ies.) Total, this book contains 28 illustrations, prints and

It is - an illustration, but not from the book 1802. (Look at the center of the lane and no size is smaller) and the paper closer to the end of 19 century. Probably later phototype reproduction.

Yes, paper is more similar to cellulose, and have enough quality. So most likely the second half of the 19 th century. However, the exact dating at such a value of the subject is hardly crucial.
