Need help in the assessment and attribution...
 

Working far beyond the seas, bought at a flea market it is the work of human hands.
The size of 70*40 cm
The cardboard.
Written pastels.
The frame was no, all broken, the picture just fell out from there.
Strong damage - torn in several places.
The puzzle is that in the directories it is not.
Rather there is found that in the US, in the same gallery (I think in new York somewhere) have the same sketch, but a pencil, respectively, b/W.
Here is the painting itself and the fact that I managed to find.
The puzzle is that if it is not the author (signature, I understand that in such a style have not yet met), then what is it? A copy of an unknown sample?
And most importantly! Please tell me, how much it might cost in this state without further action on my part (type of attribution, restoration, etc.)?

Suddenly... But why would they copy? The original (so to speak) the essence unfinished sketch. Or I just haven't found the work itself?
