Omniscient global web suggests that indeed there was such Leipzig artist in the first half of the twentieth century in the genre of landscape , particularly as seascapes (http://www.artfact.com/auction-lot/l...eipziger-maler ,-1.-h.-20.-jh.-ol-lw- 1 -c-brq7vj9cza). Further searches - is up to you , urenul. Look at every Tim Becker and others like them - and , God willing, ye shall find .
