Someone tell me what the approximate cost of this is whether it kartiny.I what a value.

Was this not very well known Polish landscape painter Ignacio Shtrubel (Ignacy Strubel, 1872-1928).
Signature is similar.

Muzhichek that goes in front, above the horse on the meter.
Or is it a pony?
