The author prints - Utagawa Esisada (Utagawa Yoshisada, 歌 川 芳 贞). The only thing you can say for sure about this artist - that he existed, and was a pupil of Kuniyoshi ( 1798-1861 ). That is not quite NH, but practically the same thing , no dates of birth , death or any details of life is unknown.
Signature means " painted Esisada ." Print Censor on round you can try to determine the year of creation. They left character改 ( approved) , and the right zodiacal date of such printing used from 1859 to 1871 , but the print was photographed not very legible , the exact year of this range, I probably would not be able to say , at least in this picture.
