The picture is typical of some of Holland or Germany, 19 century.

Your picture is still curious . Indeed, the signature can be read as "Frid Foltz". But this was quite famous and popular German artist Friedrich Johann Foltts (Friedrich Johann Voltz, 1817 - 1886 ). The names of the Folttsa and the fact that he has signed your picture , on hearing sound the same (in German - as well) , but are spelled differently . Your last name - starts with " Eph , " and another known - in "Fau" . Signature , by itself , is different. That is the Friedrich Johann Foltts just very fond of stories with roaming cows and in shallow water with the angler in the form staffazha ( see attachment ) . I will assume that your picture was written by someone unknown , but " by popular Foltz , while the author picture , obviously , was not exactly sure how to spell the name "Voltz".
