Help establish the identity of the figure Alexander Molinari (1772 - 1831)

Orders: The Prussian Order of the Black Order of St. orla.Russkie.
George the third century.
and St.
Vladimir 1-st century.

The figure is the year 1823.
Since 1816 locally 1822 Molinari worked in Warsaw, then in Berlin (1823-26)
