Help identifying an artist

Last name reads like R. Pihelgas.
Like a Latvian, but nobody there had heard about this.
Maybe someone knows the station?

No, local.
Surname Pihelgas /Pihelga common in Estonia, polyubopytstvuyte.
There's even an artist Agu Pihelga /Agu (1910 - 1998).
