Particularly interested in infrared optics. This is a camera with a lens from Germany, or a camera with infrared, so-called black filter?

In one of his interviews Elena Basner mentions infrared Lupe: "...Still have infrared vision magnifier, which allows you to identify preparatory drawing...".
May be anybody know what this instrument is?
