The Verkhovna Rada has established that the illegal conduct archaeological reconnaissance, excavation and other land or underwater operations on objects of archaeological heritage is punishable by a fine of up to 100 non-taxable minimum incomes of citizens (1700 hryvnia) or restriction or deprivation of liberty for up to 2 years. For the adoption of the whole bill № 3190 274 deputies voted for the minimum 226 required, transmit Ukrainian News. "In addition, Parliament has established that deliberate unlawful destruction and damage to cultural heritage objects and their parts is punishable by a fine of up to 150 untaxed minimums (2550 hryvnia), or restriction or deprivation of liberty for up to 3 years, with disqualification to engage in certain activities for the same period, while the same action in relation to cultural heritage sites of national importance - imprisonment for 5 years.

If these actions were committed in order to search movable objects that originate from objects of archaeological heritage, it is punishable with imprisonment for a term of 2 to 5 years.

In addition, the Council tightened the responsibility for violation of the law on protection of cultural heritage, increasing fines for people with 3-7 are not subject to minimums (51-119 hryvnia) 50-100 minima (850 - 1 700 hryvnia), for officials - with the 5-8 (85-136 hryvnia) to 100-150 minima (1 700 - 2 550 hryvnia).

The Parliament also introduced penalties for failure to comply with legitimate requests of representatives of the cultural heritage or obstructing the work of these bodies of 50-100 minimums (850-1 700 hryvnia), 100-150 and minima (1 700-2 550 hryvnia) for the same actions committed repeatedly during the year.

The adopted law also defines the notion of historical and cultural reserve and historical-cultural reserved area, the procedure for recognizing a complex of monuments such reserves, prohibits activities within their borders, which could negatively affect the state of conservation of cultural heritage.

In addition, Parliament clarified the terminology associated with the archaeological activities, and to authorize the Cabinet to determine the procedure for issuing licenses for archaeological activities.
