ДЕМОКРАТИЯ И ДЕМОФИЛИЯ





Демократия, как всем известно, это власть народа.
Но народа много, народ разный, мнений и взглядов на то, как решать общественные проблемы несчетное количество.
Кроме того, есть проблема симпатий и антипатий, интересов и выгоды.
Много говорят о «демократии», как понятии само собой разумеющемся, хотя это совсем не так.
Народ – это многие, это – все, но управлять обществом (машиной, кораблем, страной и т.д.) может один, или небольшая группа лиц.
Понятно, что управлять обществом не могут и не должны преступники, слабоумные, сумасшедшие, дети, больные и т.д.
Не в интересах общества, чтобы им управляли эгоисты, люди, преследующие только свою личную или небольшого круга друзей выгоду.
Итак, мы видим, что на практике демократии, как народовластия нет, не было, и быть не могло, хотя каждое правительство тем или иным способом, плохо или хорошо вынуждено было решать проблемы народа.
В истории к власти приходили разными способами – иногда в борьбе, при помощи интриг, иногда по наследству, иногда от имени народа.
О гуманизме и демократии активно заговорили в эпоху просвещения и Великой Французской Революции, когда абсолютизм сосредоточил всю власть в одних руках и распоряжался ею бесконтрольно.
В азартной борьбе не думавших о благе своих подданных европейских монархий друг с другом, экономика пришла в упадок, что привело к революции.
В борьбе с наследственной аристократией был выдвинут лозунг – «Свобода, Равенство, Братство», приведший к реформированию общества, длящегося по сей день.
Этот процесс разделился на две части после появления российского коммунизма в 1917 году.
В СССР был выдвинут лозунг – «Вся власть народу», где под понятием «народ» имелись в виду только рабочие и крестьяне, которым противопоставлялись интеллигенция, буржуазия, аристократия.
Появилось понятие «диктатуры пролетариата», надолго определившее жизнь постсоветского пространства до наших дней.
По контрасту с советской «народной демократией» выявилась и стала ей полемически противопоставляться западноевропейская «демократия свободы».
Предполагалось, что равные возможности и свободная конкуренция приведут к благу для всех и к процветанию общества.
Стали популярны лозунги – «побеждает сильнейший», «победитель получает все» и «пусть проигравший плачет».
Если свести модель западного общества свободной конкуренции к схеме, то это общество, где власть над страной и народом принадлежит активным, сильным, умным и богатым победителям конкурентной борьбы.
Противостоящая западной – российская или «восточная» модель, существующая уже более ста лет, напротив, требует демонстративного равенства, где людей необычных, ярких и талантливых заставляют «не высовываться», их труд оплачивается занижено, не соответствуя их вкладу в общество.
Диктатура малообразованного пролетариата не прошла бесследно, общая культура страны после систематического уничтожения цвета нации упала значительно.
Итак, к «западной модели» слово «демократия», по всей видимости, не подходит.
Скорее всего это общество больших возможностей для победителей в конкурентной борьбе над большинством более слабого и менее энергичного населения.
«Западная модель» отличается от «восточной» большей динамичностью, предприимчивостью и агрессивностью, склонностью к риску и авантюрам.
И соответственно, «восточная модель» более статична и консервативна, больше опирается на традиции, моральные нормы и ценности.
Собственно, носители этих ценностей были задолго до этого раскола на «запад и восток». Движение в этом направлении ярко выявилось с начала эпохи возрождения.
Обе эти группы были, есть и вероятно всегда будут в любом обществе.
Ни одна страна не сможет нормально функционировать, опираясь только на традицию, впрочем, то же самое относится к стране, опирающуюся только на новацию, и забывшую традицию и мораль.
Если вычленить из стран с доминированием «восточной» модели, составляющих сегодня половину населения мира, Россию, то мы увидим, что раскол на «новаторов» (интеллигенцию) и «консерваторов» (большинство жителей и руководство империи), был задолго до 1917 года.
Люди науки и культуры, среди которых было много евреев, стремились, или физически, или душою на запад, где их талант могли оценить и поощрить.
Антисемитизм и преследование «космополитов», гонения и недоверие к собственной интеллигенции привели не только к массовой эмиграции наиболее талантливой части общества, но и к оппозиционности и враждебности к правительству, и к чувству своего рода «внутренней эмиграции» у оставшейся на родине части образованных людей.
Профессионализм и высокий авторитет уехавших на запад специалистов оказывает сильное влияние на образ мыслей образованных россиян и их симпатии к западной модели общества и уменьшает конкурентоспособность страны в информационной войне.
Но, как мы видим, и западная модель общества, тоже односторонна и несовершенна.
Постоянная борьба и свободная конкуренция хотя и приносит свои плоды, но в целом, истощает силы общества.
Победители в беспощадной конкурентной борьбе далеко не самые лучшие и порядочные люди.
Международные картели и монополии руководствуются принципами личной выгоды, не считаясь с интересами национальных государств и благом проживающих там народов.
Главными победителями в конкурентной борьбе являются не люди культуры и науки, а финансисты, обладатели больших капиталов, заработавшие их в далекой от морали игре без правил.
С этим связана близорукая, недальновидная и лишенная широты философия лавочника, доминирующая в руководстве политической и экономической жизнью западных стран.
Современный мир, уже сегодня представляющий собою взаимозависимое глобальное целое, нуждается если не в улучшении его состояния, то, хотя бы в его сохранении.
Бездумное разрушение этих связей, устанавливавшихся в течении столетий и тысячелетий, подвергает большой опасности жизнь всех стран на земле.
Попытки введения диктатуры на земле в интересах только одной страны, самоубийственны как для нее самой, ее союзников, так и для общечеловеческой цивилизации.
Мы видим, что демократия, как власть народа, не может быть осуществлена, но демократия, как процесс осуществления равенства возможностей, справедливости и любви ко всем, может и должна осуществляться.
Для этого в «восточной» модели мы должны понять, что без поисков нового и лучшего, без интеллигенции, без науки, культуры и искусства общество обречено.
Что таланты принадлежат не врагам, а значительно меньшей, но очень важной части нашего общества и друг без друга нам не выжить.
И соответственно, в «западной» модели необходимо ограничить свободу зла, цинизма и аморализма.
Понять, что деньги, которые «пахнут», добытые бесчестным и неправедным путем не принесут пользы обществу.
Что выгода от войны кажущаяся, превращение конкурентов во врагов, и сталкивание всех со всеми, постепенно претворяя землю в выжженую пустыню, по меньшей мере неразумно.
Пора понять, что Север – Юг – Запад – Восток, не мыслимы друг без друга.
Война – тупиковый путь.
Пора прекращать конфронтацию и переходить к сотрудничеству.

DEMOCRACY AND DEMOPHILIA






Democracy, as everyone knows, is the rule of the people.
But there are many people, different people, are many opinions and views on how to solve social problems, which are countless.
In addition, there is the problem of likes and dislikes, interests and benefits.
Much is said about "democracy" as a matter of course, although this is not at all that case.
The people are many, they are everybody, but can manage by a society (a car, a ship, a country, etc.) only one man or a small group of people.
It is clear that criminals, weak-minded people, madmen, children, the sick, and so on, cannot and should not govern society.
It is not in the interests of society to be guided by egoists, people who pursue only their own or a small circle of friends' benefit.
So, we see that in practice there is no democracy, as the government of people, and there it is not, never was and could not be, although every government in one way or another, badly or well, was forced to solve the problems of the people.
In history, people came to power in different ways - sometimes in struggle, with the help of intrigues, sometimes by inheritance, sometimes on behalf of the people.
Humanism and democracy were actively discussed in the era of enlightenment and the Great French Revolution, when absolutism concentrated all power in one hand and disposed of it uncontrollably.
In a gambling struggle with each other, European monarchies who did not think about the welfare of their subjects, the economy fell into decay, which led to a revolution.
In the fight against the hereditary aristocracy, the slogan "Freedom, Equality, Fraternity" was put forward, which led to the reform of society, which continues to this day.
This process was divided into two parts after the emergence of Russian communism in 1917.
In the USSR, the slogan was put forward - "All power to the people", where the concept of "people" meant only workers and peasants, who were opposed to the intelligentsia, the bourgeoisie, the aristocracy.
The concept of "dictatorship of the proletariat" appeared, which for a long time determined the life of the post-Soviet space to the present day.
In contrast to the Soviet "people's democracy", the Western European "democracy of freedom" emerged and began to be polemically opposed to it.
It was assumed that equal opportunity and free competition would lead to the benefit of all and to the prosperity of society.
Slogans such as “the strongest wins”, “the winner takes all” and “let the loser cry” became popular.
If we reduce the model of the Western society of free competition to a scheme, then this is a society where the power over the country and the people belongs to active, strong, intelligent and rich winners of the competitive struggle.
Opposing the Western - Russian or "Eastern" model, which has existed for more than a hundred years, on the contrary, requires demonstrative equality, where people who are unusual, bright and talented are forced to "keep a low profile", their work is underpaid, not corresponding to their contribution to society.
The dictatorship of the poorly educated proletariat did not go unnoticed; the general culture of the country, after the systematic destruction of the color of the nation, fell significantly.
So, the word "democracy", apparently, does not fit the "Western model".
Rather, it is a society of great opportunity for the winners in the competition against the majority of the weaker and less energetic population.
The "Western model" differs from the "Eastern" in greater dynamism, enterprise and aggressiveness, a propensity for risk and adventure.
And accordingly, the "Eastern model" is more static and conservative, more based on traditions, moral norms and values.
Actually, the bearers of these values were long before this split into "west and east." Movement in this direction was clearly revealed from the beginning of the Renaissance.
Both of these groups were, are and probably always will be in any society.
No country will be able to function normally, relying only on tradition, however, the same applies to a country that relies only on innovation and has forgotten tradition and morality.
If we separate Russia from the countries with the dominance of the "Eastern" model, which today make up half of the world's population, we will see that the split into "innovators" (the intelligentsia) and "conservatives" (the majority of the inhabitants and the leadership of the empire) existed long before 1917.
People of science and culture, among whom there were many Jews, aspired, either physically or in spirit, to the West, where their talent could be appreciated and encouraged.
Anti-Semitism and the persecution of "cosmopolitans" and distrust of their own intelligentsia led not only to mass emigration of the most talented part of society, but also to opposition and hostility to the government, and to a feeling of a kind of "internal emigration" among the part of educated people who remained in their homeland.
The professionalism and high prestige of specialists who have left for the West have a strong influence on the way of thinking of educated Russians and their sympathy for the Western model of society and reduces the country's competitiveness in the information war.
But, as we see, the Western model of society is also one-sided and imperfect.
Constant struggle and free competition, although it bears fruit, but on the whole, exhausts the forces of society.
Winners in a merciless competitive struggle are far from being the best and most decent people.
International cartels and monopolies are guided by the principles of personal gain, disregarding the interests of national states and the welfare of the peoples living there.
The main winners in the competitive struggle are not people of culture and science, but financiers, owners of large capitals who have earned them in a game without rules that is far from morality.
Related to this is the short-sighted and devoid of breadth of the shopkeeper's philosophy that dominates the political and economic governance of Western countries.
The modern world, already today an interdependent global whole, needs, if not to improve its condition, then at least to preserve it.
The thoughtless destruction of these ties, established over centuries and millennia, endangers the life of all countries on earth.
Attempts to introduce a dictatorship on earth in the interests of only one country are suicidal both for itself, its allies, and for human civilization.
We see that democracy, as the rule of the people, cannot be realized, but democracy, as a process of realizing equality of opportunity, justice and love for all, can and must be carried out.
To do this, in the "Eastern" model, we must understand that without the search for something new and better, without the intelligentsia, without science, culture and art, society is doomed.
That talents do not belong to enemies, but to a much smaller, but very important part of our society, and we cannot survive without each other.
And accordingly, in the "Western" model, it is necessary to limit the freedom of evil, cynicism and immorality.
Understand that money that "smells" obtained dishonestly and unrighteously will not benefit society.
That the benefits of war are seeming, that the turning competitors into enemies, and pushing everyone against everyone, gradually turning the earth into a scorched desert, is at least unreasonable.
It's time to understand that North-South-West-East is inconceivable without each other.
War is a dead end.
It's time to stop confrontation and move on to cooperation.
