(Судьба Беларуси и других наследников СССР)





Превращение царской империи в СССР было революционно, но неизбежно и вызвано исторической необходимостью.
Наследственная форма правления не отвечала духу времени и не справлялась с новыми задачами, стоявшими перед обществом.
Лозунг "вся власть народу", предполагал разделение общества на отдельные слои, противоположные по своим интересам, где "народ", как самая многочисленная и могущественная группа, противопоставлялся интеллигенции.
Интеллигенция, собственно говоря, даже не слой а прослойка, которая, не смотря на ее малочисленность, не однородна и делится на исполнителей и творческих людей.
Есть еще группа людей, управляющая страной, или правительство.
Если предположить, что эти три группы независимы друг от друга и имеют собственные противоположные интересы, то политика властей должна была бы строиться по давно известному принципу: - "разделяй и властвуй".
Но ни одно государство не может обойтись без этих трех составляющих.
Интеллигенция, культура и наука вырабатывают новые идеи, адекватные времени, - правительство руководит их воплощением, и народ, своим трудом исполняет запланированное.
Сегодня мы понимаем, что, в интересах общества, эти слои не должны конфронтировать и бороться, а сотрудничать и помогать друг другу.
Тем не менее, в реальной политической жизни, характер взаимоотношений трех составляющих постоянно менялся.
Николай II в 1897 году на вопрос анкеты "род деятельности" ответил: "хозяин земли русской".
Еще ранее, в 1833 году в России был выдвинут лозунг "Православие, Самодержавие, Народность", направленный против лозунга французской революции "Свобода, Равенство, Братство".
В 1917 году, российская революция выдвинула лозунг: «Вся власть народу!».
Но не всему народу…
Был объявлен курс на "диктатуру пролетариата".
Затем, разочаровавшись в издержках "диктатуры пролетариата", во время "Перестройки" был взят курс на строительство "национального" государства.
Хотя национальные республики были зафиксированы в акте создания СССР в 1922 году, их самостоятельность была минимальной.
Если предположить, что разделение общества на борющиеся классы и нации облегчают для власти управление, то на практике это оказалось не так.
Верхи при самодержавии относились к народу амбивалентно. С одной стороны высокомерно и презрительно, как к "холопам", а с другой стороны чувствовали скрытую силу, таящуюся в массе.
К деятелям культуры, интеллигенции и образованному классу они испытывали недоверие и сопернические чувства.
Во время экономических кризисов власть, стараясь отвести народное недовольство от себя, поощряла межнациональную рознь и недоверие к интеллигенции.
Но внося рознь в народ, позиция власти не укреплялась и не могла усилиться, а напротив, все более и более вела к коллапсу и в конечном счете к революции.
1917 год ознаменовал начало великого социального эксперимента, направленного на улучшение жизни обездоленного ранее большинства населения - рабочего и крестьянского пролетариата.
Угнетенные сами стали угнетателями.
Как следствие, аристократия и состоятельная буржуазия были репрессированы. А вслед за ними начались репрессии по отношению к интеллигенции и культуре, даже незначительно отклонявшихся от господствующей догмы.
На штыках диктатуры, ценой громадных человеческих, моральных и экономических издержек была проведена коллективизация и индустриализация.
На фоне трубных звуков и громких лозунгов произошло беспрецедентное падение культуры - на местах к власти пришло поколение невежественных людей - "Шариковых".
После смерти Сталина началось активное движение общественности, требовавшее изменения отношения государства к культуре.
Поэт Евтушенко сказал в 1957 году: "А вот идет на пальчиках Уланова, и это тоже для меня народ!".
Но главное богатство народа, культурный генофонд страны был уже беспощадно обескровлен.
Отправлен в изгнание "философский пароход", изгнана и уничтожена аристократия; отправлена в концлагеря и уничтожена интеллигенция.
В СССР почти не было семьи без репрессированных родственников.
В конституции СССР 1977 года, формула "диктатура пролетариата" была заменена принципом "общенародного государства".
Правда, к этому моменту общество, сформированное диктатурой пролетариата, уже прочно и надолго сформировалось.
Понятия чести, истины и справедливости были заменены принципом безоговорочного повиновения начальству.
Во время "перестройки" долгое господство интернациональной политики в СССР начало активно пересматриваться.
Строительство национального государства привело к многочисленным этническим конфликтам. Страна затрещала и распалась. Образовалась Россия и страны СНГ.
В данном случае, политика "разделяй и властвуй" показала свою несостоятельность.
Фиксация на национальной исключительности в многонациональном государстве распыляет силы общества и вовлекает его в ненужные конфликты.
Беларусь, как часть бывшего СССР, находившаяся на его периферии, разделила все стадии совместного развития.
Но есть и немаловажное отличие, касающееся человеческого фактора.
Исторически самая талантливая часть интеллигенции уезжала в Москву и Петербург в интеллектуальные центры империи, затем в эти же центры СССР.
Вместе с падением уровня культуры местного самоуправления, на фоне общей катастрофы и геноцида интеллигенции, жизнь республики приобрела формы беспрецедентного застоя.
Хотя, согласно закону, диктатура пролетариата осталась в прошлом, рутина управления движется по старой колее.
У людей однажды пришедших по воле случая к власти в этой стране, есть все механизмы сделать свое правление несменяемым, вечным.
Так кто же собственник страны?
Если не царь и не пролетариат, то кто?
Наверно все, включая интеллигенцию и руководство... Весь народ...
Это значит, что руководство страной осуществляется для блага всех - и сильных и слабых, и здоровых и больных, и умных и глупых... Для мужчин и женщин, детей и стариков, богатых и бедных... Для всех классов и этнических групп...
Как мы уже увидели, болевой точкой сегодняшнего общества является человеческий фактор.
Нехватка талантливых людей по разным причинам покинувших страну.
Недооценка культуры и роли интеллигенции в обществе.
Презрение со стороны руководства, а то и прямая вражда к людям культуры и творческой интеллигенции, выражающиеся в мизерной оплате их труда и продолжающиеся с времен диктатуры пролетариата.
Но как сделать жизнь лучше в стране?
Казалось бы, что осуществить это можно только опираясь на самых умных, талантливых, честных и порядочных людей, на культуру и цивилизацию.
Но у власти есть соблазн со временем считать себя всемогущей и недоступной критике, а потому не прислушиваться к советам и решать все вопросы самостоятельно.
А так как культура и цивилизация выражают вершину достижений общественной мысли, то конфронтация с ней неизбежно вызывает конфронтацию власти с обществом.
Сегодня без культуры, понимаемой широко (включающей науку, этику, образование) жизнь любой страны немыслима.
Поэтому, любая власть, желающая из тактических соображений вместо решения проблем культуры натравить народные массы на творческую интеллигенцию, будет неизбежно сметена хаосом деградировавшего общества.

(The fate of Belarus and other heirs of the USSR)





The transformation of the tsarist empire into the USSR was revolutionary but inevitable and caused by historical necessity.
The hereditary form of government did not meet the spirit of the times and did not cope with the new tasks facing society.
The slogan "all power to the people" assumed the division of society into separate layers, opposite in their interests, where the "people", as the largest and most powerful group, was opposed to the intelligentsia.
The intelligentsia, in fact, is not even a stratum, but a stratum, which, despite its small number, is not homogeneous and is divided into performers and creative people.
There is also a group of people running the country, or a government.
If we assume that these three groups are independent of each other and have their own opposing interests, then the policy of the authorities should be based on the well-known principle: - "divide and rule." ...
But no state can do without these three components.
The intelligentsia, culture and science are developing new ideas that are adequate for the time - the government directs their implementation, and the people, with their work, carry out the planned.
Today we understand that, in the interests of society, these strata should not confront and fight, but cooperate and help each other.
However, in real political life, the nature of the relationship between the three components has been constantly changing.
In 1897, Nicholas II answered the question of the questionnaire "occupation": "the owner of the Russian land."
Even earlier, in 1833, the slogan "Orthodoxy, Autocracy, Nationality" was put forward in Russia, directed against the slogan of the French revolution "Freedom, Equality and Brotherhood".
In 1917, the Russian revolution put forward the slogan: "All power to the people!"
But not to all the people ...
The course was announced for the "dictatorship of the proletariat."
Then, disillusioned with the costs of the "dictatorship of the proletariat," during "Perestroika" they took a course towards building a "national" state.
Although the national republics were fixed in the act of creation of the USSR in 1922, their independence was minimal.
If we assume that the division of society into fighting classes and nations makes it easier for the authorities to rule, then in practice this turned out to be not the case.
The leaders of the autocracy treated the people with ambivalence. On the one hand, arrogantly and contemptuously, as to "slaves", and on the other hand, they felt the latent power lurking in the masses.
They experienced distrust and rivalry towards cultural figures, the intelligentsia and the educated class.
During economic crises, the authorities, trying to divert popular discontent from themselves, encouraged interethnic strife and distrust of the intelligentsia.
But by introducing discord among the people, the position of the authorities did not strengthen and could not strengthen, but on the contrary, more and more led to collapse and, ultimately, to revolution.
The year 1917 marked the beginning of a great social experiment aimed at improving the lives of the previously disadvantaged majority of the population - the workers 'and peasants' proletariat.
The oppressed themselves became oppressors.
As a result, the aristocracy and the wealthy bourgeoisie were repressed. And after them, repressions began in relation to the intelligentsia and culture, even slightly deviated from the dominant dogma.
Collectivization and industrialization were carried out on the bayonets of the dictatorship, at the cost of enormous human, moral and economic costs.
Against the background of trumpet sounds and loud slogans, an unprecedented fall of culture took place - a generation of ignorant people - "Sharikovs" - came to power in the localities.
After Stalin's death, an active public movement began, demanding a change in the state's attitude to culture.
Poet Yevtushenko said in 1957: "Ballerina Ulanova, and this is also the people for me!".
But the main wealth of the people, the Cultural Genofund of the country was already mercilessly bleed.
Sent to the exile "Philosophical Steamer", expelled and destroyed aristocracy; The intelligentsia is sent to the concentration camp and destroyed.
In the USSR, there was almost no family without repressed relatives.
In the 1977 USSR Constitution, the "dictatorship of the proletariat" formula was replaced by the "state of the whole people" principle.
True, at this point, the society, formed by the dictatorship of the proletariat, has already been firmly formed and for a long time.
The concepts of honor, truth and justice were replaced by the principle of unconditional obedience to the authorities.
During "perestroika", the long domination of international politics in the USSR began to be actively revised.
The construction of the nation state led to numerous ethnic conflicts. The country cracked and disintegrated. Russia and the CIS countries were formed.
In this case, the "divide and conquer" policy has proven to be ineffective.
Fixation on national exclusivity in a multinational state scatters the forces of society and draws it into unnecessary conflicts.
Belarus, as a part of the former USSR, located on its periphery, has divided all stages of joint development.
But there is also an important difference regarding the human factor.
Historically, the most talented part of the intelligentsia left for Moscow and St. Petersburg to the intellectual centers of the empire, then to the same centers of the USSR.
Together with the decline in the level of local self-government culture, against the background of a general catastrophe and genocide of the intelligentsia, the life of the republic took on the forms of an unprecedented stagnation.
Although, according to the law, the dictatorship of the proletariat is in the past, the routine of government is moving along the old rut.
People who once came to power in this country by chance, have all the mechanisms to make their rule irreplaceable, eternal.
So who is the owner of the country?
If not the tsar and not the proletariat, then who?
Probably everyone, including the intelligentsia and the leadership ... The whole people ...
This means that the country's leadership is carried out for the good of everyone - the strong and the weak, the healthy and the sick, the smart and the stupid... For men and women, children and old people, rich and poor... For all classes and ethnic groups...
As we have already seen, the sore point of today's society is the human factor.
There is a shortage of talented people who left the country for various reasons and underestimation of culture and the role of the intelligentsia in society.
Contempt from the leadership, or even direct enmity towards people of culture and creative intelligentsia, expressed in meager pay for their labor and which continuing from the time of the dictatorship of the proletariat.
It would seem that this can be done only by relying on the most intelligent, talented, honest and decent people, on culture and civilization.
But the authorities are tempted to consider themselves omnipotent over time, and therefore do not listen to advice and resolve all issues on their own.
And since culture and civilization express the pinnacle of the achievements of social thought, confrontation with it inevitably causes a confrontation between the authorities and society.
Today, without a culture that is broadly understood (including science, ethics, education), the life of any country is unthinkable.
Therefore, any government that wants to set the masses against the creative intelligentsia for tactical reasons instead of solving cultural problems will inevitably be swept away by the chaos of a degraded society.
