Efim Efimovich Volkov was born in the nineteenth century. This event occurred in the month of March 1844 in the glorious city of St. Petersburg. Born in the family of the paramedic. From early childhood he was keen on painting, but unfortunately, the family absolutely did not approve of this hobby.

Initially studied at the drawing school of the Imperial society. This occurred when Efim was 22. Overage student in just 1 year managed to master the 4-й the course of this school. In 1867, became a free listener at the Imperial Academy of arts in St. Petersburg.

In January 1902 in the halls of the Imperial Academy of arts opened the exhibition of two academics: Makovsky and Volkov.
