November 23 Civic Forum. Let's talk about cultural policy.

In post-Soviet Russia is a cultural industry was completely unaffected by any cosmetic or structural reforms . Worn-out , costly because of giperizderzhek , inelastic and forcibly constructed networks (such as theater , philharmonic , club , library , museum ) , archaic in form and soderazhniyu sectoral education, enforcement and management system culture , creative unions - all of it turned into a new situation without serious changes and refuses to function in the 21st century. The need for the formulation of objectives, strategies and tactical algorithms in the field of culture has recently become apparent. However, staffing solutions , keynote addresses of the authorities and of the expert community does not look like kulturpoliticheskoe construction, and how ideological pressure . The situation in the industry is heating up with each passing day , the scandal follows scandal. Injected catastrophic mood about the national culture , the script included the mobilization of spiritual and cultural resources for national security . Given the specificity of the current " cultural agenda ", we offer participants a "small circle" of " cultural policy " to discuss the following questions :



- Why a cultural policy and that it is in the 21 century ?
