Soviet cartoons
It appears in the USSR published comics! And almost all the years of Soviet power. Here are a few covers such comics.
On the cover of "Adventures Trotro" man with a beard is very similar to a famous character. Not that, in what many think, and Trotsky  "Moreover, the effect of recent issues of this comic took place in Mexico.
