Состоявшаяся вечером 22 мая дискуссия на тему «Пермский край: точный диагноз (Пермь сегодняшняя без прожектов и мифов)» собрала более 150 общественных активистов, а также деятелей культуры и политики. Участие в разговоре приняли губернатор Пермского края Виктор Басаргин и глава Перми Игорь Сапко. Также в зале были замечены руководитель администрации губернатора Фирдус Алиев, депутаты краевого парламента Павел Макаров и Андрей Старков. Среди обсуждавшихся вопросов - культурная политика «после Чиркунова», необходимости реформ во многих отраслях, а также развитие региональной политики при новой губернской власти.

Организаторами дискуссии выступили общественно-политический дискуссионный клуб «Пермь: новое время» и Центр ГРАНИ. Модератор дискуссии, директор Центра ГРАНИ Светлана Маковецкая проанонсировала следующие встречи, темами которых будут здравоохранение и проблемы культурной политики. Последняя из тем стала самой озвучиваемой в ходе состоявшейся дискуссии.

Первым взял слово политолог Олег Подвинцев. Он рассказал о задачах дискуссии, пояснив, что «нет цели рисовать всё чёрными или, наоборот, розовыми красками, цель - поставить реальный диагноз ситуации». По его словам, регион сейчас переживает переходный период. С ним согласилась Светлана Маковецкая.

Светлана Маковецкая, директор Центра ГРАНИ:

- Так устроен человек - мы начинаем худеть с понедельника, бегать по утрам с 1 января. Вот и новый губернатор – это возможность начать новую жизнь.

Далее начался обмен экспертными мнениями. Первым было озвучено мнение заместителя председателя Пермского землячества Евгения Сапиро. По его словам, Пермскому краю сейчас нужна инвентаризация сделанного, особенно - в сфере культурной политики. К недостаткам предыдущего губернатора Сапиро отнёс тот факт, что Олег Чиркунов быстро загорался какой-то идеей – университетом мирового уровня или культурным проектом - без должной оценки и анализа. «А ведь губернатор должен действовать так: семь раз отмерь – один отрежь», - подчеркнул Сапиро. Дал он свою оценку и «пермскому культурному проекту».

Евгений Сапиро, заместитель председателя правления Пермского землячества:

- В глазах многих, в том числе и иностранцев, Пермь – очень продвинутый город. Но они забывают, что на весь город не наберётся и десятка общественных туалетов.

По словам Евгения Сапиро, сформировавшийся бренд Перми нужно поддерживать, даже можно «не жалеть денег», но делать всё точно, выверено и взвешенно. Только тогда, уверен он, будет результат.

Экс-депутат Законодательного собрания Пермского края Андрей Агишев поблагодарил присутствующего на дискуссии губернатора Виктора Басаргина и подчеркнул, обращаясь к нему: «Не многие считали, что вы придёте».

Агишев, назвавший свое выступление «Пермский культурный проект для нового губернатора – мина или шанс?», назвал «культурный проект» состоявшимся явлением, успехом разработчиков. По его словам, признаками состоятельности являются публикации о Перми в мировой прессе и «созданный на деньги пермского бюджета» «Культурный альянс». Однако Агишев отметил неформализированность проекта и отсутствие стратегии его развития.

Андрей Агишев:

- «Пермский культурный проект» существует в виде бренда, мифа. Его организаторы рассуждали о том, что им удалось вывести культуру из роли просящего, показали умение зарабатывать деньги. Но ключевым в его реализации было слово «недорого», с которым идеологи проекта пришли к Олегу Чиркунову. «Недорого, – говорили они, – а выхлоп будет большой».

По словам Андрея Агишева, сегодня «пермский культурный проект» – главный региональный миф, и для отсеивания «зёрен от плевел» необходимо проведение аудита, определение результатов и перспектив.

Андрей Агишев:

- Последние девять месяцев администрация Олега Чиркунова готовились к обороне – рыла окопы и строила укрепления. Все понимали, что будет смена власти. Однако задумка не сработала – Фирдус Завидович (Алиев, глава администрации губернатора – ред.) может это подтвердить.
Сейчас любые действия нового губернатора на культурном поле будут сопровождаться критикой. Именно на культурном поле будут ломать Басаргина – «мина» заложена.

Впрочем, Агишев уверен, что миф о Перми, как о культурной столице, разрушать нельзя, его необходимо наполнить новым содержанием: «При пересмотре его положений губернатор Басаргин сможет получить от проекта в разы больше, чем губернатор Чиркунов».

Выступила со своим докладом на тему «Какие и сколько реформ выдержит Пермский край: реальность политического выбора, возможность принципиального компромисса и пропускная способность внедрения» и модератор дискуссии Светлана Маковецкая. По её словам, специалисты Центра ГРАНИ насчитали в регионе 36 начатых реформ. Из них, по словам Маковецкой, необходимо выбрать пять-семь требующих завершения проектов: «Больше мы попросту не сможем завершить, да и не надо это».

Необходимо разработать стратегию ответственного сворачивания реформ, уверена директор Центра ГРАНИ. Среди её рекомендаций «к сворачиванию» – аутсорсинг в социальной сфере. Продолжить же работу Светлана Маковецкая рекомендует в сфере реформы управления путеём делегирования полномочий.

Член правления Пермской гражданской палаты Игорь Аверкиев обозначил тему своего доклада как «Возможности гражданских стратегий при переходе от хипстерского политического режима к постсовковому». По его словам, означенная в названии трансформация уже заняла прочное место в общественном сознании пермяков, что лично Аверкиева не устраивает.

- Региону нужна модернизация – не чиркуновская, другая. Если начнётся крен в сторону постсовковой , консервативной модели управления, то мы станем скучными для всех – как Челябинск.
При Чиркунове Пермь вырвалась узнаваемостью. Однако чиркуновский режим был тотально неспособен привлекать инвестиции. Его почерк – реформы подешевле, без капитальных вложений.

Игорь Аверкиев считает, что возмущение в обществе вызывали не характер приложения средств, а то, что всё делалось на средства бюджета, а не на привлеченные деньги инвесторов. Эксперт уверен, что направление региональной политики при Чиркунове было в целом верным, но «наполнение для этой политики нужно иное»

Игорь Аверкиев:

- Нужно иное место. Как пример такого иного наполнения – «красные человечки». Я считаю, что они вполне нормально смотрелись бы на Музее современного искусства PERMM, а не на здании Законодательного собрания Пермского края. Культура может быть приоритетом в имиджевой политике, но не в экономической или социальной.

В завершение своего доклада Игорь Аверкиев предложил больше внимания уделить Коми-Пермяцкому округу, «незаслуженно забытому» после объединения в один регион с Пермской областью. По словам эксперта, округ вполне может помочь всему краю - как национальной идентичностью, так и связями с финно-угорским миром. Как возможность такого взаимодействия Игорь Аверкиев предложил связаться с финской компанией Nokia и предложить открыть в округе завод.

О поисках новой публичности Пермского края рассказал ещё один эксперт Центра ГРАНИ, политолог Константин Сулимов. По его словам, Олег Чиркунов многое делал, чтобы быть первым ньюсмейкером региона, и это ему удавалось. Однако, по мнению политолога, следствием такой политики стало непонимание, разрыв между властью и остальной частью общества.

- Необходимы понятные, прозрачные, доступные правила внутри публичного аппарата власти. Необходимые инструменты есть, например, та же система блогов. Для начала её освоили СМИ, научились оттуда черпать информацию, а это уже неплохо.

Внимательно выслушав доклады экспертов, слово взял губернатор Виктор Басаргин. Он поблагодарил Константина Окунева, за приглашение на этот дискуссионный клуб. Губернатор пообещал свою работу сверять с высказанными экспертными оценками.

— Начало пути – это всегда очень сложно. Хотелось бы видеть объективную информацию. В сегодняшней ситуации я практически один. В воскресенье вышел прогуляться на набережную. Посмотрел на Речной вокзал – на фасад, обращённый к реке и к городу. Хочется спросить: «Где ты, настоящая Пермь?»

Озвучил Виктор Басаргин и свои мысли по поводу «пермского культурного проекта» как бренда региона.

Виктор Басаргин:

- Не является ли иллюзией то, что вы говорите по поводу упоминаемости Перми, мифом, не обижайтесь на меня, который вы выстроили для себя? (аплодисменты в зале)
Я жил в соседнем регионе, объехал массу регионов и могу откровенно вам сказать, что ваша культурная инициатива обсуждалась, может быть, в нескольких кабинетах, нескольких ведомствах. Я знаю мнение министра культуры (Александра Авдеева, был министром культуры в правительстве Путина – ред.), который сказал о том, что не хочет давать оценки тому, что происходит, но для себя чётко поставил задачу в Пермский края не ездить.
Если вы меня сегодня толкаете на то, чтобы я дал оценку, то, наверное, это будет неправильно. Я не хочу оценивать тех, кто работал передо мной. И здесь абсолютно верно было сказано, что нужно провести инвентаризацию и всё хорошее, что было сделано, взять на вооружение. Мне в ближайшее время, может быть, через те кадровые решения, которые необходимо будет принимать, уже какую-то сделать оценку придётся. Но мне бы не хотелось, чтобы эта оценка была кардинальная, которая оборвёт те шаги, которые уже были сделаны в реализации тех или иных проектов.
Очень многое в крае сегодня не доведено до конца, масса интереснейших проектов. Но так же, как над тем зданием Речного вокзала, ты над всем задумываешься, а где эта инициатива правильная. Экономические реформы свернуть намного проще... Социальные же сложнее. Тот же «Мамин выбор», всё время над этим задумываюсь. Это так же, как два фасада: что мы делаем - купируем проблемы детских дошкольных учреждений? Будем ли мы их строить в крае? Или так же будем потихонечку платить и обо всём этом забывать? Я посчитал, что такими темпами, которыми строим сейчас, нам потребуется для обеспечения жителей края детскими дошкольными учреждениями 50 лет.
И так - с каждой инициативой: либо на мину наступить, либо корону приобрести.

Константин Окунев (с места): Надо работать!

Виктор Басаргин:

- И будем работать! Мне не надо пиариться – всё, что необходимо в жизни, я прошёл. Мне надо реализовать нормальные амбициозные планы – сделать Пермский край первым в стране.

Светлана Маковецкая на правах модератора дискуссии обратилась к губернатору с благодарностью за высокую оценку экспертного сообщества Перми и попросила публично решать проблемы жизни края. В ответ на это Басаргин обещал уйти от консервативной, постсовковой модели управления (намекая на слова Игоря Аверкиева).

После того, как губернатор покинул зал, слово было предоставлено участникам дискуссии, выразившим желание выступить. В частности, пермский политтехнолог Вячеслав Белобородов предложил сместить акценты обсуждения с гуманитарной политики на создание комфортной среды обитания для жителей края.
Его поддержал Александр Григоренко, который подчеркнул, что «пермский культурный проект» уже устоялся как бренд и теперь на этом надо остановиться, ведь «для подавляющего количества жителей края важнее другие вещи».

И всё же обсуждение темы «культурного проекта» было продолжено. В частности, художественный руководитель Пермского театра кукол Игорь Тернавский подчеркнул, что за «тусовкой» все забыли о профессионалах. По его словам, присутствующие не представляют, в каком положении сейчас находится театр кукол. По словам его худрука, на многие вопросы культурной политики региона могла бы ответить незаслуженно забытая, разработанная ещё при Юрии Трутневе программа «Пермь - территория культуры».

После этого слово взяли гости из Екатеринбурга. Заместитель директора Института философии и права УрО РАН Константин Киселёв заявил, что альтернативы культурному проекту Марата Гельмана попросту не предложили.

- Из Екатеринбурга не видно, предположим, Кудымкара, но видно Пермь. И это благодаря проекту Гельмана. Иногда в Екатеринбурге говорят о «пермской культурной революции» с завистью. Но из Челябинска и Перми не видно. О происходящем в вашем городе знают лишь в тусовке – в Екатеринбурге, Москве. Но именно это дало определённый поток туристов от нас в Пермь. Если проект свернётся, будет хохот на всю Ивановскую: «Они облажались». Это будут колоссальные имиджевые потери. Есть и существенный минус – проект отождествляется с фамилией Гельмана. Он был ньюсмейкером вовне.

По словам эксперта, в Екатеринбурге есть подобные проекты, связанные с современным искусством, однако они не осуществляются за бюджетные деньги. «Когда пермский проект будет воспроизводится без бюджетной поддержки – тогда можно было сказать, что он состоялся», - подчеркнул учёный.

Перейдя от культуры к другим вопросам, Константин Киселёв выразил уверенность, что рано или поздно в Перми будут возвращены прямые выборы мэра, и на них, подчеркнул политолог, глядя на главу Перми, «в честной борьбе победит Игорь Вячеславович Сапко».

Второй гость из Екатеринбурга, начальник научно-исследовательского отдела Екатеринбургской академии современного искусства Дмитрий Москвин рассказал о реализуемых сегодня в столице Урала сходных пермскому культурных проектах, в частности «Екатеринбург – мегаполис культуры и искусства». По его словам, толчок к реализации проекта был задан примером Марата Гельмана и его деятельности в Перми.

- На Пермь при разработке нашего проекта смотрели как на пространство эксперимента. В некоторых кругах на Пермь принято было равняться – продвинутый губернатор, «культурная революция», изменения городского ландшафта.
Но хотелось бы предостеречь всех – сворачивание культурных процессов в Перми сейчас отбросит нас всех назад. Культурная политика провалилась, и мы все окажемся в советской ситуации, когда культуру воспринимали как вторичное, как средство для развлечений. А это большая ошибка! В мире культура - это давно средство развития.

Впрочем, Дмитрий Москвин предостерег собравшихся и от переоценки значения «пермского культурного проекта» как бренда. По его словам, средств он краю не принёс, поэтому его надо воспринимать лишь как путь к бренду.

Согласился гость из Екатеринбурга и с тезисом о необходимости аудита сделанного с целью выявления всех жизнеспособных трендов.

- В ближайшей перспективе Пермь будет тяготеть к Екатеринбургу. Говорю это, потому что в нашем городе запланированы события Чемпионата мира по футболу 2018 года и Всемирной выставки EXPO-2020. Именно поэтому ближайшими задачами для края вижу своё позиционирование в Свердловской области и определение своей идентичности.

Константин Окунев подчеркнул, что в соседнем регионе учатся на пермских ошибках.

Подводя итоги дискуссии, Светлана Маковецкая подчеркнула, что опыт оказался удачным и показал необходимость проведения экспертных обсуждений и публичных дискуссий. «А ещё нам нужно гордиться тем, что мы делаем, и продолжать быть разнообразными», – подытожила встречу директор Центра ГРАНИ.

Некое издание выпустило материал о встрече нового губернатора и оппозиции с таким заголовком:

Притом что я нигде никогда, ни публично ни в кругу своих. Аргументы и Факты (пермь) тоже отличились заголовок такой:

И тоже со ссылкой на эту встречу губернатора и оппозиции. Здесь вообще не понятно, на встрече не было культурных деятелей Агишев и Окунев бизнесмены Аверкиев и Москвин - исследователи.

	Modern Art and Christianity - Mutual hatred, or an attempt to dialogue? Vasilina Orlova in Krasnodar on the opening of the exhibition «ICONS» mummers came Cossacks, and a real priest. The priest spat in Gelman.

Threat I was pleased with the text. The exhibition was conceived Icons as a platform for dialogue, and suddenly I was afraid that no one appears to have a conversation with the Orthodox. Even the artist Gor Chahal living simultaneously in two environments (sovriska and churches) have found an excuse (more explanation), but never wrote a word about what is happening.

	Современное искусство и христианство – взаимная ненависть или попытка диалога? Василина Орлова В Краснодар на открытие выставки «ICONS» пришли ряженые казаки и настоящий священник. Священник плюнул в Гельмана.

Зы меня этот текст порадовал. Выставка Icons задумана была как площадка для диалога, и вдруг я испугался что никто не появляется для разговора со стороны православных. Даже художник Гор Чахал живущий одновременно в двух средах (совриска и церкви) нашел оправдание (скорее обьяснение) но не написал ни слова о том что происходит.

Biography Helium Korzheva

Helium Korzhev M. (Chuvelev) was born July 7, 1925 in Moscow, the family of the employee. The boy grew up in a family of hardworking and talented architect, teacher, surrounded by sisters and grandmothers.

In the period from 1944 to 1950 he studied at the Moscow Art Institute Surikov at SV Gerasimov. From 1968 to 1975 was chairman of the Union of Artists of the RSFSR.

The artist has won fame in the late 1950-1960's, first of all triptych "Communists" (1957-1960) and a series of "Scorched by the fire of war» (1962-1967).
 From 1951 to 1958 of Korzhev teaches at the Moscow Higher School of Industrial Art.

Since 1968 is chairman of the Union of Artists of the RSFSR.

Биография Гелия Коржева

Гелий Михайлович Коржев (Чувелев) родился 7 июля 1925 в Москве, в семье служащего. Мальчик рос в семье талантливого архитектора и трудолюбивой учительницы, в окружении сестер и бабушки.

С 1968 года является председателем правления Союза художников РСФСР.

С 1968 по 1976 года руководил творческой мастерской живописи Академии Художеств СССР в Москве.

В 1987 году художник получил Государственную премию СССР за картины: «Беседа», «Облака 1945 года», «Дон Кихот».

Не менее важное место в искусстве живописца занимают натюрморты. Его предметы натюрморта величественны, благодаря четким композиционным построениям, приглушенному благородному колориту, увеличенному масштабу.

На девятой Всероссийской художественной выставке «Россия», которая состоялась в апреле 1999 года, теперь уже один из старейших русских художников Гелий Коржев показал две новые работы: «Наезд» или «Катастрофа» (1980—1999) и «Адам Андреевич и Ева Петровна» (1995—1999).

Картины мастера собраны в крупнейших музеях России, таких как Государственная Третьяковская галерея и Государственный Русский музей. Его полотна экспонировались на многих выставках как на родине, так и зарубежьем.

Говорят вчера несколько импотентов в присутствии начальника ЖЭКа решали вопрос усыновления деток, пока папа был в командировке. А так же обсуждали вечный вопрос, может ли женщина забеременеть в отсутствии дееспособного мужчины.

I'm here, watching this video, tvrdo decided that all this nonsense about the fact that "contemporary art is proiskizhidomasonov " - uneducated way of Russia, which very pleased to be in a state of alcoholic apathy .
such simple logic - if I do not understand - so should be prohibited .
I do not think it was reasonable to start with a rather bold enlightenment exhibition project " Aykons " in a region where walk the streets here are costumed clowns .
Well , we hope that they have at least a real mustache .

Я, вот, посмотрев это видео, тврдо решил, что вся это чушь про то, что "современное искусство это проискижидомасонов" - образ малограмотной России, которой очень приятно пребывать в состоянии алкогольного пофигизма.
Простая такая логика - если я это не понимаю - значит надо запретить.
Не думаю, что было разумно начинать просветительство с довольно смелого выставочного проекта "Айконс" в регионе, где по улицам ходят вот такие ряженые клоуны.
Ну, будем надеятся, что у них хотя бы усы настоящие.

....тут как прошло само открытие. Точнее, как его сорвали.

Вспомнил об этой истории, когда в минувшую субботу слушал, как Ксения Ларина расспрашивала Марата Гельмана о его приключениях в Краснодаре, связанных со скандалом вокруг курируемой им выставки Icons. Это был в высшей степени содержательный разговор, в котором Гельман, в частности, сказал о том, что видит свою нынешнюю миссию в просветительстве, в своего рода неонародничестве. Многие русские мыслители считали своим долгом просвещать не только монархов, но и народ. Небезуспешно ведя диалог с первыми, Гельман неплохо наладил коммуникации и со вторым, - пусть и в одном отдельно взятом регионе. Но Пермский край - не вся Россия. Да и там, я думаю, не все его обитатели поголовно считают, что Виноградов с Дубосарским лучше Шишкина или Айвазовского, не говоря уже об Арлазорове. Воспитывать у широкой публики интерес к современному концептуальному искусству задача не менее сложная, чем к современной физике или биологии. При том, что его изучение, безусловно, предполагает хотя бы некоторое общее представление о классическом искусстве. Поэтому, разделяя неопросветительские идеи Марата Гельмана, считал бы необходимым расширить круг предлагаемых для пропагандистских проектов предметов. И круг этот вынужденно, в силу запросов общества, должен быть безбрежен, - как говорят в таких случаях педагоги, от Гомера до Превера. И рассказывать надо не только об искусстве, но и о науке, да и просто о жизни, наконец. Прекрасно, что наши граждане осведомлены об Айвазовском и Арлазорове, важно объяснить, в чем их различие. И не надо думать, что в подобном просветительстве нуждаются только люди с незаконченным средним образованием.

Недавно меня позвали поговорить о соотношении искусства и жизни в один московский клуб, где собирается вполне образованная (судя по вопросам) публика, которая представляет средний класс и собирается два раза в неделю встретиться с интересующими их людьми, чтобы поговорить о разных разностях. Это напомнило мне дорогое моему сердцу советское "Общество книголюбов", благодаря которому мы с Игорем Косталевским (понятно, и не мы одни) "боролись с нищетой", выступая и в огромных залах, и в небольших красных уголках на предприятиях. Но дело не только в недостатке настоящих знаний о культуре. Нервозность властей в Новосибирске или в Краснодаре связана не только с тем, что они плохо разбираются в современном искусстве. Но и с тем, что им кажется, будто есть кто-то - человек или институция, не в этом суть, - кто точно знает, какое искусство, какая культура не только полезны для народа, но и жизненно ему необходимы. Какие идеологические и эстетические нормы приняты в федеральном центре или в местной региональной администрации. Нормативная эстетика - мечта бюрократа - сегодня, к сожалению, даже не результат суждения профессиональных партийных экспертов, как это было в советские времена, но некая ориентировка на вкус более высокого начальника, который лучше бы угадать, чтобы угодить. Понятно, что про начальника никто не говорит, по обыкновению апеллируют к мнению народных масс, которым не нравится то или иное явление в искусстве, - но уровень представлений о классическом и современном искусстве у широкой публики оставляет желать много лучшего. Народ - истинный судия творчества в высшем смысле этого слова. Это своего рода - символическая абстракция. А на практике в России - чуть больше одного процента населения посещает филармонические концерты и около трех процентов являются посетителями музеев. Конечно, можно доверить принимать решения о судьбе современной музыки людям, для которых вершиной творчества является "Мурка", - но и результат предсказать нетрудно. При том, что можно любить "Мурку" и сочинения Пендерецкого. Важно только понимать, что постижение истины и создание красоты - мучительный и трагический процесс, требующий от его участников "гибели всерьез". И много ли найдется людей, готовых на эту гибель?
